DoNER expedites pending airport projects
ITANAGAR, Feb 8: The Ministry of DoNER has expedited some pending airport projects including the recently sanctioned project for upgradation and operationalization of airport at Tezu in Arunachal Pradesh at a total cost of Rs.79 Crores, according to an official release.

Meanwhile, Union Minister of Development of North Eastern Region (DoNER), Bijoy Krishna Handique has called for urgent activation of the Instrument Landing System at Lengpui Airport in Aizwal, Mizoram. If implemented soon, this will be the first airport offering regular flights to and from the state of Mizoram, he observed.
At a meeting with officials from the Directorate General of Civil Aviation (DGCA) including Director General Civil Aviation E.K Bharat Bhushan, Airports Authority of India (AAI), Ministry of DoNER and the Government of Mizoram, Handique said “the DoNER ministry remains committed towards strengthening airport Infrastructure for various airports in the region with special focus on airports like Lengpui which falls in a landlocked state like Mizoram. Immediate steps need to be taken to mitigate topographic obstructions at the Lengpui Airport for clearance of the Instrument Landing System, which in turn will increase the frequency of regular flights to and from Mizoram”. Presently, there are no regular flights to Mizoram due to issues related to bad terrain, Civil Aviation Security concerns and lack of ILS. The move to activate the ILS is expected to offset these constraints.
In the meeting the DGCA, AAI and the Government of Mizoram reached an understanding to complete the Civil Works pertaining to the ILS at Lengpui Airport within March 31, 2011. The DGCA is likely to give clearance for the ILS pursuant to which a team of Pilots will be trained to operate to and from the Airport. The training will commence two days after completion
The Ministry of DoNER has also given its approval for an amount of Rs.50.93 Crores for installation of the ILS Equipment at the Lengpui Airport. The North Eastern Council (NEC) has so far sanctioned a quantum of Rs.19.42 Crores towards the infrastructure development of the Airport, the release added.
Public hearing on 900MW hydro project sans affected villagers

ITANAGAR, Feb 8: In a bizarre incident which shows how much Arunachal government is trying to hurriedly implement hydropower project in state without proper study, a public hearing on 900 megawatt Nyamjangchu hydropower project at Lumla was held today allegedly in absence of affected villagers. None of the affected villagers were given prior intimation about public hearing.
According to a source, last light authorities splashed posters in few villages informing about public hearing. Today during the public hearing only politicians, government officers and representatives of Bhilwara hydropower developer were present.
When group of students representing Tawang Students Union and Dakpeng Students Union tried to participate in public hearing, but they were allegedly not allowed to do so. Magistrate was present at the site along with police force to prevent students from participating in the public hearing, sources said.
Meanwhile Tawang Students Union and Dakpeng Students Union have appealed to the apex student body AAPSU to intervene in this regard. “Villagers who will be affected by 900 MW Nyamjangchu hydropower project do not have much idea about merits and demerits of dams. We appeal AAPSU to pressurize authorities to have another public hearing with participation of all the affected villagers,” the unions demanded in a press release. Students further alleged that magistrate was biased towards them. It is to be noted here that the process for 900 MW Nyamjangchu hydropower project was started in year 2007 when TG Rinpoche was MLA of Lumla.

Rishabh Jhunjhunwala, MD LNJ Bhilwara Group assured for all round development of the project area and proper R&R for the project affected people.
In his address Padu stating that since hydro power is a renewable energy source, and is also free of pollution, he emphasized on importance of development of Hydro Power Projects in Arunanchal Pradesh particularly in Lumla.
Further in the course of public hearing, comments, suggestions, views, and queries were invited form the project affected people of the project area. Many PRI members, public leaders, GBs and project affected people spoke at length expressing their apprehensions, demands etc concerning the proposed project.
Jambey Tashi, MLA Lumla in his address appealed the project proponents to give main emphasis on education, health sector, develop and establish maximum numbers of good educational institutions with residential facility and also hospitals with facility of free medicine, good doctors and ambulances as their corporate social responsibility. Further, he also urged the power proponents to honor the religious sentiments of the people of project affected area and establish electric crematoriums at Zemithang, Namtsering and Lumla. Furthermore, he also requested to reserve maximum job opportunities for the locals, project affected people and establish an old age home for the elderly people, an orphanage and also properly survey and increase the numbers of project affected families which are shown as only 47 families in the R&R plan.
NCP demands review of all MoAs on hydro projects
ITANAGAR, Feb 8: Expressing serious concern over the signing of numerous Memorandum of Agreements (MoAs) for implementation of hydro projects in Arunachal, the state Nationalist Congress Party (NCP) has sought intervention of the UPA Govt for review of all the MOAs, state and national hydropower policies and Rehabilitation and Resettlement policies.
In a memorandum submitted to the Parliamentary Committee on the welfare of Scheduled Tribes and Scheduled Castes yesterday, the NCP said that the crying need of the hour is the immediate intervention of the Central Govt for evolving a mechanism and consensus decision on immediate review of all MOA's as well as policies on Hydro Power and Rehabilitation and Resettlement.
The memorandum said that the Centre while formulating policies on Hydropower and Rehabilitation and Resettlement failed to recognize the special status of Arunachal. The Inner Regulation Act, 1873 and other Constitutional provisions and customary safeguards have been intentionally or unintentionally overlooked by the Policy makers, it said. All 138 MOAs were hurriedly and secretly signed without the free, prior and informed consent of the people especially the traditional village authorities and Panchayati Raj Institutions, the memorandum alleged while adding that the state government should have allowed healthy democratic principles of debate, discussion and consensus starting from Legislative Assembly to Gram Sabha before adopting and implementing unilateral decision on Hydropower and RR policies.

The issue today in Arunachal is not anti dam or pro dam but the real concerns are the reckless manner in which MOA's were secretly signed in absence of public debate and transparency and numerous other shortfalls in MOA's, it said.
The sensitive and backward border state is already facing the burden of sheltering lakh of Chakmas, Hajongs and Tibetan refugees in various pockets of the state. With implementation of over 168 power projects the huge influx of outside population and consequent distortion and irrelevance of inner line provisions are but a harsh reality, the memorandum said. The huge migrant population mostly labour force with Franchise Rights shall distort the political destiny of the natives, the Party claimed and added that the Corporate giants would decide the fate of a Gram Panchayat member, a Member of Legislative Assembly or a Member of Parliament.

Both the Directorate of Higher and Technical Education and School Education deeply mourned the sudden demise of K Namchoom, former director of Higher and Technical Education and School Education. Namchoom passed away yesterday evening at a Dibrugarh nursing home after a brief illness.
Late Namchoom did her MA in Education from Guwahati Univerity and Diploma in Education from United Kingdom. She joined the Directorate of Education, Shillong as Inspectress of schools on Aug 1, 1974. She was promoted to ADPI (WE) on Sept 4, 1977. Thereafter she became the Principal of Govt HS, Along on May 1, 1979. After a short stay at Along as principal, she was appointed as DDPI in the directorate of Public Instruction, Naharlagun in 1980. She was promoted to Jt DPI on April 21, 1986. For a brief period from Nov 1, 1993 she held the charge of Additional Director of Public Instruction. Finally she was promoted to the post of DPI from March 13, 1996 to March 31, 2008. She was also appointed as director of Higher and Technical Education from Feb 13, 1997 to May, 18, 2001. She retired from the service on March 31, 2008. She was the first women to become state Chief Commissioner of Bharat Scouts and Guides at National level and first receipient of the Rashtrapati Award, Silver Star, the highest awards of Bharat Scouts and Guides in July 2007.
While recalling the contributions of late Namchoom, Higher and Technical Education Director Joram Begi and School Education Director T Taloh said she was the first lady to be appointed as director in the department of education in state. She contributed immensely for the development of education in her various capacities. Late Namchoom stood as a symbol of women empowerment and inspired the younger generation specially the women in the field of education, they said. They prayed for heavenly abode of the departed soul.
Arunachal Pradesh Congress Committee also condoled the death of K Namchoom.
In a condolence message the party said, late K Namchoom contributed a lot in the field of education in the state. Her dedication and sincere service towards Arunachal Pradesh will be remembered by the people for ever, the party said. The APCC expressed heartfelt condolence to bereaved family.
The staff of the DDSE office, Yupia lead by DDSE T T Tara also remembered the valuable contribution of late Namchoom. Her ever smiling and supporting hand for one and all would be always remembered for ever, Tara said. The staff observed two minute’s silence in respect of the departed soul.
The members of the Theravada Buddhist Society expressed deep shock at the sudden demise of its member K Namchoom. Her death is an irreparable loss for the society.
The Society conveyed heartfelt condolences to bereaved family.
Pasighat police bust gang of robbers
PASIGHAT, Feb 8: The Pasighat police recently busted a gang thieves and stolen items including one Point 22 Rifle Bruno worth 1.5 lakhs, local beads of 3.3 lakhs and 21 Colour TV, Stabilizer, LPG Gas Cylinder, Inverter, Iron etc worth 20 thousands have been recovered from the possession of accused persons, informed SP Alok Kumar.
He informed that soon after the receiving of complaints from three individuals at Pasighat police station, a team of police headed by T.K. Saikia OC, T Padung (SI), A Taki (SI), Ct B Morang, Ct. D Mengu and Ct. O Tabing under the guidance of B.S. Mehra SDPO Pasighat immediately swung into act and successfully nabbed Abhijit Gogoi alias Diganta Gogoi and Kamal Chettry alias Budung Chettry. However, their associate Bharat Taku alias Deniel Panging is still out of reach, the sources added. He expressed hope that the arrest of two accused would pave the way for detection of heinous offenses.
Meanwhile, Education Minister Bosiram Siram and Deputy Commissioner Onit Panyang lauded the prompt action of the police team.

Authorities failed to harness bamboo potential, claims NCP
ITANAGAR, Feb 8: The State unit of Nationalist Congress Party (NCP) alleged that even though there was no deficiency of central funds, the State authorities, including the AP Forest Development Corporation Ltd and State Forest Research Institute (SFRI), have “miserably” failed to harness its bamboo potential.
“At a time when all the State govts have set up Bamboo Mission Office or Bamboo Development
Agencies to boost the bamboo sector in their respective states with the Northeastern
states of Nagaland, Mizoram and Tripura being the front runners in bamboo developmental
activities, but unfortunately in our state, the Arunachal Pradesh Forest Development

But he has not brought any fruitful inputs in the field of bamboo development. “Moreover, the State govt had to return a sum of Rs 5 crore to the National Bamboo Mission recently since they (the state authorities) could not utilize the money in the bamboo development sector.
“The govt has totally failed to tap the bamboo resources,” Teli, who is also a member of the state level vigilance and monitoring committee, has said.
Sonam appointed as State branch INTUC working president
ITANAGAR, Feb 8: Indian National Trade Union Congress National President, Dr G Sanjeeva Reddy has appointed INTUC Arunachal Branch Secretary General Jalley Sonam as State working president along with its Publicity Secretary Changma Tajo and Kenkar Yomcha as Secretary General and General Secretary respectively.
This was disclosed by the newly appointed INTUC working president, Jalley Sonam in a press conference held at All Arunachal Pradesh Workers Union office here today.

ITANAGAR, Feb 8: Mamang Dai, an eminent poet, author and journalist, was yesterday felicitated by the Arunachal Pradesh Literary Society (APLS) on being chosen for the prestigious Padmashree Award in recognition of her immense contributions in the field of literature and education.
She is among the 128 recipients for the 2010 Padma awards announced by the President Pratibha Patil on the eve of Republic Day.
In a glittering function organized at the conference hall of JN State Museum here yesterday noon, Dai was felicitated by another literary luminary, Y D Thongchi, the Sahitya Academy Awardee, who happens to be the president of APLS. The special honour carries a citation and a shawl.
Speaking on the occasion, Thongchi congratulated the versatile writer for bringing the laurels to the State. “It is a proud moment for the people of Arunachal Pradesh in general and specially for the fraternity of Arunachal Pradesh Literary Society and all the writers of the state that one of our sisters, Mamang Dai have been chosen for conferment of the most prestigious and 4th highest civilian award, Padmashree by the govt of India,” he said.
Praising her sojourn in the field of creative literature, Thongchi said, “Mamang is such a person who can sacrifice her highly lucrative Indian Administrative Service to pick up pen, brush and canvas, so that she can serve the society from the path others dare not tread.”
He also said, “It is people like late Lummer Dai and Mamang Dai, who dared to venture into journalism with other colleagues from outside the state and now many Arunachalees have started stepping into the footsteps of these two pioneers in the domain of the Fourth Estate.

Scrutinization begins for ANSU poll
ITANAGAR, Feb 8: Scrutinizing of papers for forthcoming All Nyishi Students Union (ANSU) election was held today. Chief election commissioner Takam Tatung and his team carried out scrutinization of candidates’ nomination papers. They also checked various document submitted by participating students.
In a press statement, Takam Tatung, the chief election commissioner for forthcoming ANSU election stated that main aim of carrying out final scrutinization is to make sure that no forged students participate in the election process. “Often people complain that during student union election many outsiders participate by using forged documents. To control such ill activities we are carrying out final scrutinization of all the documents of those enrolled students,” stated Takam Tatung. Further he added, “This process of scrutinization will go on till 12th of this month. I appeal all the students to bring their class X, XII mark sheet and present college or university registration when they come for final scrutinazation so as to avoid being disqualified to vote’.
Further Tatung stated that they are taking this step to protect the image of students union and also to make sure that genuine students do not face any problem. Provocative remarks will not be tolerated: Sonam
ITANAGAR, Feb 8: Claiming that there is no independent INTUC office in Itanagar, Nilly Likha Tabo, who had earlier claimed appointment as the INTUC state unit president said that Padi Richo, ‘who claims to be the state president of INTUC under Sanjeeva Reddy’s leadership’ should voluntarily resign from the post of state president of INTUC on moral grounds.
“My credentials cannot be easily challenged and questioned by any individual”, he said and informed that he is leaving for New Delhi soon to take approval of all the members of the constituted union body of INTUC state unit from the national president, Ambati Krishnamurthy and his team.
Demanding withdrawal of statement that his nomination was fake, Tabo assured of immediate reformation and restructuring of the role of INTUC in the state and in the department of labour under his leadership.

He said since the 40/60 recruitment model roster has been modified in year 2000 making it to 80/20, the 28 years upper age limit should also be scrapped as it has become outdated, he added.

Other demands include Wire Rope Suspension bridge at Liyang point over Kameng river and establishment of police outpost at Khenewa. It stated that no police force was posted since the withdrawal of CRPF from Khenewa some years back. Since then the administration of the area failed in tackling the law and order problems of the township in many occasion.
Responding to the memorandum the DC Tope Bam assured the people to have discussion with the DFCSO regarding the Multipurpose Cooperative Society for regular supply of food items. Regarding shifting of eight villages, the DC assured to take active initiative of the matter after proper discussion with the concern MLAs of both the constituencies for the early solution of the problem.
Regarding sanctioning of fund for WRS bridge, Bam assured that he would take initiative in getting the proposal sanctioned. He further said that he shall discuss with the MLA and Parl. Secy. for forest and environment Kumar Waii to include it in the next BADP scheme.

He appealed the govt. employee especially the teachers to do their duty sincerely but warn of appropriate action against those found indulging in the absenteeism practice.

Deputy Director, ICDS, Lian Moyee said that she will try to bring the eight villages of Bameng constituency that falls under jurisdiction of Chayang Tajo CD block to its original CD block Bameng for which she assured to write it to the ‘Director, Child Development and Family Welfare, Govt. of A.P for needful action. She also informed the people about the various benefits like Indira Gandhi Handicapped Pension scheme meant for complete handicapped persons, Indira Gandhi National Pension for widows. She also informed the people about the various charter of duty of the Anganwadis and asked the people to avail the service properly.

Drinking water crisis is man made problem
Dear Editor,
Millions of Indians currently lack access to clean drinking water and the situation is only getting worse. India’s demand for water is growing at an alarming rate. India currently has the world’s second largest population, which is expected to overtake China’s by 2050 when it reaches a staggering 1.6 billion.
India’s water crisis is predominantly a manmade problem. India’s climate is not particularly dry, nor is it lacking in rivers and groundwater. Extremely poor management, unclear laws, corruption and industrial and human waste have caused this water supply crisis and rendered what water is available practically useless due to the huge quantity of pollution. In managing water resources, the Indian government must maintain a balance in competing demands of drinking water between urban and rural, rich and poor, the economy and the environment.
In addition to devastating the agricultural sector of India’s economy, the water crisis will have a big effect on India’s industrial sector, possibly stagnating many industries. India has the power to avoid this dark future if people take action immediately. Start conserving water, begin to harvest rainwater, treat human, agricultural, and industrial waste effectively, and regulate how much water can be drawn out of the ground.

It is sad to know that the eviction process was launched without proper precautions. We hope, the authority will take precautions before launching such process in future.

ZIRO, Feb 8: Cluster level awareness programme on "Handloom Mark Scheme" was held at Craft Centre, Ziro today. More than 80 weavers attended the programme.

ITANAGAR, Feb 8: The Arunachal Artists Forum (AAF) and the Nyishi Art and Culture Welfare Society (NACWS) jointly appealed the state government for special provision for state artists during the statehood day. It demanded for vehicle entry pass and separate gallery for the state artists during such event.
The Artists’ Forum has lamented that since 1972, the artists of state have been denied their due recognition, especially in statehood day. They further said that there is no separate gallery for artist’s particularly seniors in any national and state level event.

ITANAGAR, Feb 8: Parliamentary secretary Lokam Tassar has called upon the citizens of capital to cooperate with concerned authorities who are carrying out beautification of twin town of Itanagar and Naharlagun. In a press statement today Tassar regretted the fact that many citizens are creating trouble in carrying out beautification work.
“I have even personally intervened in many cases to pacify citizens who were creating trouble for authorities. Most of these citizens have carried out illegal construction in roads and government properties. Now when city authorities are trying to beautify capital by dismantling such illegal construction, citizens are obstructing their work,” stated Tassar. He further added, “Beautification of capital is being done for the citizens only. Also Itanagar and Naharlagun is gateway to Arunachal and it’s our duty to keep capital town beautiful.”
Tassar urged citizens to have patience and help capital complex administration to carry out their work without any hassle. “The more residents obstruct the work, more beautification process will get delayed.
